| During the February Borough of Phoenixville Council Meeting, Andrew Bucklin, Stephen Cini and Colin Finn were sworn in as full-time career firefighters, and Dr. Kevin Duffy was appointed as Medical Director. The group affirmed their oath of office with family and friends at their side. The oath was administered by Council President Jonathan Ewald.
Andrew Bucklin graduated from Bishop Shanahan High School and possesses numerous fire, rescue and EMS certifications. Since 2024, Andrew has served in the United States Marine Corps Reserve Infantry as a rifleman where he holds the rank of Lance Corporal. Andrew previously worked in the construction industry, most recently with Belfor Property Restoration. He has been an active volunteer firefighter with the Lionville Fire Company since 2022.
Stephen Cini holds an Associate's degree in Fire Science from Montgomery County Community College and possesses numerous fire, rescue and EMS certifications. Stephen served with the Pennsylvania Army National Guard as a Cavalry Scout from 2014-2023. He worked at the Keystone Valley Fire Company, as a fire/EMS contractor assigned to the Sikorsky helicopter plant in Coatesville from 2018-2022. Most recently, he worked as a full-time firefighter/EMT/hazmat technician with the U.S. Department of Veterans Affairs from 2022 - 2025. Stephen has volunteered at Trappe Fire Company No. 1 since 2013. He has served the organization in various positions including lieutenant, trustee, and President of the Volunteer Firefighter's Relief Association, and a member of the executive board. He currently volunteers as a firefighter/EMT.
Colin Finn holds a Bachelor of Science degree in Finance and Business Management from West Chester University and possesses numerous fire, rescue and EMS certifications. Colin has run his own small business, Moose Electric, Inc., from 2019-present. He has worked as a part-time firefighter in Caln Township, Chester County from 2025-present and is a member of the Goshen Fire Company from 2022-present where he currently serves as a lieutenant.
Dr. Kevin Duffy began his career in EMS as a volunteer EMT and then paramedic in the Pittsburgh region. He attended the University of Pittsburgh where he obtained his Bachelor's degree in emergency medicine as well as minors in chemistry and neuroscience before completing medical school at the University of Pittsburgh. He subsequently attended the University of Pittsburgh Medical Center for residency, where he was the residency EMS co-chair and served as a prehospital physician with the City of Pittsburgh EMS. Kevin then completed his EMS Fellowship at the University of Pennsylvania where he was a prehospital physician and medical command physician with the Philadelphia Fire Department, Radnor Fire Company, and Berwyn Fire Company. He recently joined the EMS faculty at Penn Medicine as an Assistant Professor of Clinical Emergency Medicine and works clinically as an emergency medicine physician at Penn Presbyterian Medical Center and Pennsylvania Hospital. He is also a prehospital physician with Penn Med 1 in Lancaster County. Kevin will oversee the Phoenixville Fire Department Quick Response Service (QRS) program and will provide EMS education to our providers.
Two of these full-time positions are brand-new, added this year. We now have a total of nine full-time career firefighters, including two chief officers, along with fifteen part-time firefighters. We are a "combination” department, meaning our firefighters are a combination of both career and volunteer personnel.
